Washington County Promise Program Expanded to Include Three Additional Classes 

Washington County Promise Program, a partnership between Wellspring Foundation of Southwest Virginia and Virginia Highlands Community College (VHCC), has been expanded to include three additional kindergarten classes. This means more students in Washington County, Virginia will have the opportunity to attend VHCC tuition-free. 

Launched in October 2024, the Promise Program initially covered students graduating high school between 2025 and 2037—effectively last year’s kindergartners through high school seniors. With this expansion, kindergarteners enrolling in Washington County schools in 2025, 2026 and 2027 will also be eligible. 

Funded by Wellspring Foundation, the Promise Program covers tuition and fees not already paid by other financial aid or scholarships. In addition, it provides up to $500 per semester per student for books and educational supplies through the VHCC bookstore. 

This latest expansion represents an estimated $4 million increase in funding for the additional three years, bringing the total investment in the Promise Program to nearly $20 million over 16 years. 

“On behalf of the Board of Directors, we believe there is no more worthy investment than education,” said Marvin Gilliam, Chair of the Wellspring Foundation Board. “The Promise Program is truly transformative for students in Washington County. This is the 

Foundation’s longest and largest investment to date, and we believe its impact on our region will be profound.” 

Sean McMurray, Executive Director of the Wellspring Foundation, added, “By including the newest kindergarten classes, we’re sending a clear message to families that their children’s futures matter. This initiative ensures they can pursue higher education or workforce training without the burden of debt. It also helps create a strong, well-prepared workforce right here in Southwest Virginia.” 

Dr. Adam Hutchison, President of VHCC, expressed appreciation for the program’s continued growth. “We’re fortunate to have a dedicated partner like the Wellspring Foundation,” he said. “Their commitment to educational access ensures that every Washington County student—regardless of background—can attend VHCC without worrying about tuition costs.” 

To qualify for the Promise Program, students must: 

  • Have lived in Washington County, VA for at least 12 months prior to high school graduation
  • Be a U.S. resident
  • Apply and be accepted to VHCC
  • Complete the FAFSA and VHCC Scholarship Application 

Eligible students may enroll in associate degree, transfer or workforce training programs. 

Wellspring Foundation remains committed to evaluating the program’s effectiveness and positive impact on students and families in Washington County. The Foundation will continue to work closely with VHCC to regularly review data and outcomes.
